Detailed content analysis of Daily Congressional Record as sub-contractor to Electronic Commerce Connection. Content analysis which took into account several existing DTDs and fragments for legislative information. These components were included in a "master" DTD for the Congressional Record, and also allow for the authoring of individual components, in order to accommodate existing workflow. Interviewed all stakeholders in order to understand and model workflow appropriately. Made recommendations on tool set and phased implementation.
